Margin baked into every PEPM line
The PEPM rate you're quoted isn't the PEO's actual cost — it's the cost plus margin, spread across base admin, benefits admin, risk, and "service coordination" so no single line looks excessive. Add them up. It's a lot.
02 / Benefit Admin Allocation
Admin fees hiding inside medical
A chunk of the admin fee gets allocated into the medical PEPM so the headline admin number looks competitive. Apples-to-apples comparisons fall apart — you're not actually comparing the same thing.
03 / SUTA Markup
A spread on your unemployment tax
The PEO bills you a state unemployment rate above their actual experience rate, then pockets the spread. It's invoiced as a tax. It's not a tax — it's margin with a government-sounding label.
